Flickr and Picasa are the most powerful free web albums on the internet. Flickr is free album service of Yahoo, and Picasa of Google! Google and Yahoo are also the Most powerful Giant of the internet. So I think there is no web albums better than them. You must Use Yahoo and Google account to use these services.
